Appointment of New Librarian and Archivist of Canada

OTTAWA - Prime Minister Stephen Harper announced today the appointment of Daniel J. Caron as Librarian and Archivist of Canada, effective April 25, 2009.

Mr. Caron, currently Senior Assistant Deputy Minister, Corporate Management and Horizontal Integration Sector, Library and Archives Canada, replaces Ian E. Wilson, who is retiring from the Public Service after a very distinguished career.

The Prime Minister also announced that, upon his retirement, Mr. Wilson will hold the title of Librarian and Archivist of Canada Emeritus as President of the International Council on Archives.

The Prime Minister took the opportunity to thank Mr. Wilson for his creative contributions and dedication to public service over his ten years at Library and Archives Canada. The Prime Minister wished Mr. Wilson all the best in his future endeavours.

Biography of Dr. Daniel J. Caron

Born in Sainte-Foy, Quebec in 1957, Daniel J. Caron holds a Bachelor's and a Master's degree in Economics from the Université Laval, and went on to obtain a doctorate in Applied Human Sciences from the Université de Montréal. Dr. Caron is married and has two children.

In 1982, Dr. Caron entered the federal public service and served in various positions in Ottawa: Competition Bureau Canada, National Museums of Canada Corporation, Department of Indian Affairs and Northern Development, and in Fredericton with Employment and Immigration Canada before being promoted to the executive ranks in 1996. From 1996 to 1999 he served as Director of Quality and Evaluation, and then as the Chief Information Officer and Director General of Quality, Evaluation, Information and Technologies Management Branch with the Economic Development Agency of Canada for the Quebec Region.

Dr. Caron held the position of Director General, Administrative Services at Human Resources Development Canada where he served until 2002, followed by a year as the Executive Director of Leadership Operations and Implementation at The Leadership Network within the Treasury Board Secretariat.

In 2003, Dr. Caron joined the National Archives as the Director General of the Corporate Management Branch and then transitioned to the newly created Library and Archives Canada. He was appointed Assistant Deputy Minister responsible for Corporate Management and Government Records Sector in 2006. In 2008, he became Senior Assistant Deputy Minister responsible for the Corporate Management and Horizontal Integration Sector. He was appointed the Librarian and Archivist of Canada on April 24, 2009.

In addition to his organizational experience, he is a seasoned author and speaker on public administration issues, both in Canada and abroad. Dr. Caron has also taught in several Canadian universities and at the École nationale d'administration publique where he is an associate professor.

Isn't it strange that the new Librarian and Archivist of Canada is actually neither of these two things?
